CHORTLE

New version of CHORTLE - with a few notable changes. The majority of the code has been consolidated into chortle.py, with a plotting / configuration script existing alongside. Some WCS changes allow for map reprojection without issue. Overall the code has been tidied up a bit more, and should be more user-friendly.
