[ci] Add python 3.9 as a build target #141

As we increase our testing coverage and move towards newer versions of python, dropping older versions, we want good coverage of the versions we do support. The package is marked as 3.6 onwards in the pyproject file so we test these.

when pulling 9dcd3a7 on rspencer01:increase_circleci_coverage
into 1c48cea on man-group:master.

As we increase our testing coverage and move towards newer versions of
python, dropping older versions, we want good coverage of the
versions we do support. The package is marked as 3.6 onwards in the
pyproject file, but only builds from 3.8 so we test these and update the
pyproject.
