Empty GeoJSON and empty FeatureCollections cause the following exception:

Error: geojson_datasource: Failed to parse GeoJSON file from in-memory string

#912 adds 2 tests that test this functionality that are currently failing.

…t) GeoJSON so mapnik doesn't blow up.
