Currently, the following error has occurred and needs to be fixed:
- This error only occurs in a Pull Request from a forked repository.

It didn't create a release ref. Maybe the workflow is still broken somewhere. I will take a look.

The action is broken, so this will not work for pull requests until it is fixed. - actions-ecosystem/action-release-label#12
