This PR updates Sendportal-core to the latest illuminate/support version 11.

  • the Composer and Javascript dependencies have been updated
  • SwiftMailer was replaced by Symfony Mail
  • Faker properties have been replaced with Faker methods
  • The $casts array property has been replaced with the casts() method
  • The lang directory has been moved out of resources to the root of the project in L9, the vendor publish path has been updated to reflect the new destination
