Description
Currently the campaign preview page defaults to
Select Segmentsunder recipients rather thanAll subscribers. This is because the database defaultscampaigns.send_to_allto0.We could adjust the default at the database level, or use this PR to check for the existence of related segments if we don't want to amend the schema.
