v0.57.2 to v0.58.0

Steps to reproduce

Every time I've tried to update to the latest version, I have been unable to. I've done clean uninstalls of v0.57.2 and tried to install v0.58.0 to no avail.

This looks like a new one amongst issues installing the windows app SDK runtime.
Can you install this manually? https://aka.ms/windowsappsdk/1.0/1.0.3/windowsappruntimeinstall-1.0.3-x64.exe
Open a Command Prompt in admin mode to run it and please send a screenshot of the result. /needinfo

Yeah, the problem is here. I've attached a screenshot image

I had exactly the same problem. Then I found out that the running app "lively wallpaper" (" 12030rocksdanister.LivelyWallpaper") is blocking the update of Microsoft.WindowsAppRuntime while it's running!
The app closed and the update to Powertoys 0.58.0 worked for me. Hope this helps you.

Perfect, after stopping lively wallpaper that allowed the installation to go through. Thanks a lot!!

Even though the cause seems to be external, it's still a point of interest. Especially with the error code. Closed issues are difficult to find. Therefore I want to keep this issue accessible until confirmed solved.

I think we can close this @Jay-o-Way , since it should've been fixed alongside #18019 (We're no longer installing win app sdk since 0.59)
