This PR is on top of #12336 to add support for json files lookup and use as a module.

Fixes #7071

  • This supports resolving module with json file extension when using node resolution

Open things:
[ ] Do we allow user specifying list of .json files on the command line? If yes do we consider them as module?
[ ] Should resolution to json file give error if 'allowjs' compiler option is not true?
