Feature description

I have a phone with a SIM that I have lost, so I can't use that account anymore.
Now I wanted to back up my chats so I went to Settings > Chats, but the "Chats" section is greyed out and disabled, so I can't attempt a backup. However I can still access and read all my chats regardless, so I don't understand this block that won't allow me to back up what I can still read, if the chats were locked too in turn, then I would understand.
Can this behavior be changed?
