1. deprecate MPI_Cancel for send requests (issue #26 on git)

   The ticket and the text have been updated, as per Rolf's suggestions. Rolf has reviewed and is happy. Need to further reviewers. Volunteers: Jim and Ken.

2. add non-blocking dup with info function and prevent propagation of INFO keys during dup (issues #52 #53 on git)

   Voting successful - will be brought for 2nd vote at Dec face-to-face meeting in Dallas, TX.

3. assertions via info keys (issue #11 on git)

   No changes from previous meeting. Voting was postponed due to INFO GET/SET problems (issue #63 on git).

4. the INFO GET/SET problem (issue #63 on git)

   Notes added to issue #63. Still attempting to precisely define semantics of these functions.
