Ok so CI is totally borked, but I don't think that should hold up this PR, so I'm going to merge. We need to look into it but I'm not sure how high of a priority it should be... |

This PR adds more prominent deprecation notice and links to migration information to npe2. It updates the recommit file to a current isort version and removes those checks with conflicts. cc/ @DragaDoncila @psobolewskiPhD
