Describe the bug
The prototype for rtems_fxp_attach() was removed from cfe_psp_start.c in #414. This results in a build error as seen in https://github.com/nasa/cFS/actions/runs/7423519576/job/20201134096?pr=726.

To Reproduce
Steps to reproduce the behavior:
Attempt to build the cFS bundle for RTEMS 5 with OMIT_DEPRECATED=true. The error will be seen in the "make" step.

Expected behavior
cFS builds successfully.
