EDS files need update to match current main line

Describe the bug
The EDS files are present in the eds directory of each module but only as a reference, they are not actively used in the build at this time.

In the time since Bootes/Caelum they have drifted apart a bit, and no longer reflect exactly what is in the C code in the current mainline.

Expected behavior
Provided EDS files should match exactly to the C code (at least as close as reasonably possible) such that derived files could be generated from them that will match the CMD/TLM interfaces.
