Description
Environment variables for the UI service are lost on subsequent Scale deployments.

Reproduction Steps
Steps to reproduce the problem:

  1. Add an environment variable to Scale UI
  2. Redeploy Scale
  3. Environment variables are reset back to defaults in Scale UI

Expected behavior
Scale UI needs to have configuration done through environment variables now.
