These new functions were added in Office 2019. They have not yet been mapped to POI, but I thought I would add them here first 😄

Added predicate checks to the above, and to averageifs
Tested and working on macOS and Linux.
It would be much appreciated if you could add the
hacktoberfest-acceptedlabel to this PR. I believe that this is a valid contribution to the NPOI project, and this label will indicate this to the Hacktoberfest event.
