This is an update on top of #483 and is based feedback and change from scikit-image/scikit-image#7085

Some key changes:

Added requirements/default.txt from [project.dependencies]
Now requirements/developer.txt is generated from [project.optional-dependencies.developer]


          Sync updates to generate_requirements.py from scikit-image
