This PR adds the initial setup for having real-time and persistent
@mentionsnotifications.It's a very simplistic approach right now (not the slack flow, fo sho!), but it's a good starting point to iterate upon later, once the logic around notifications becomes more complex (muted channels, user preferences, etc.)
This adds support for both user-specific mentions (i.e.
@prego) but also broadcast-type (i.e.@hereor@everyone)
