Refactor some configuration items from Makefile into a configure script and replace findwinsdk with msvs-detect from https://github.com/metastack/msvs-tools.

Add a configure script, detecting which compilers are available
(including ocamlopt) and adjust both CHAINS and the default Makefile
target accordingly.
CHAINS = mingw mingw64 cygwin cygwin64 msvc msvc64

Avoids running configure if make [dist]clean is called twice.
