when you are testing the build/install/opam of a package, it's annoying to haev to change commands depending on whether the package is already installed or not.

opan resinstall foo ?

But yes, would be good to have a command which works if the package is installed or not.

@samoht I considered opam reinstall -n as well, but opam install -f looks better :)
