Staff users are not able to view complete marked encounter #2788

Once an encounter is marked a complete, the staff user type is not able to view the encounter on revisiting the existing encounter. Both questionnaire and patient API's are throwing 403 and 404 errors

Note: The data is visible when the same users, add him/herself to the user's tab in the patient details page

Looks like the query parameters are coming after "/"
