[feature] add CID-res50 config and model

[ReSpike]

Motivation

I try to train a CID whose backbone is resnet-50 and upload the model and config to mmpose server.
The motivation is to compare CID with different works with res50 fairly.

Modification

add CID_res50_fpn config, md and yml
update model-index.yml
