Create documentation describing how to use the --preload-binary and --preload-files mpirun options. Include the rules for path resolution and file placement.

It looks like these CLI options are in PRRTE, but I cannot see if they are still wired in. This will need some investiation.

They are wired in, but have not been tested in a while.
