Add test for out-of-source builds and tests

All build and test scripts must work correctly in setups where the build (and test) target are not co-located with the source code ("out of source" builds). One example where this is done is in the openssl external oqsprovider test setup.

This issue is to suggest adding a local test setup that ascertains this such as to avoid post-release problems.
