Implementation note: Instead of building a receiving service, can we send the survey results via a CSV file (to avoid having to spin up more infrastructure)? We'd need to examine security concerns around that. Or maybe we just make the world's dumbest endpoint that just stores JSON blobs in a table and lets us download it?

This project is moving forward as a tcril-funded project. Closing this issue in order to track via the tCRIL-funded wiki space.
