Jira Ticket RT4RN-17
Created a file structure for the RT4RN mvp and added notes for guidance in several files.
Reproduction steps
Analyze Reactime Repo to determine which modules can be ported over and which ones can't. Also determine which RN-specific modules are needed. Create file structure in VS code on a chore branch to be pulled and merged.
