related issue #10741

This issue involves managing the registration and deletion of service IDs, handling the conversion between service ID and service name.
Further changes are expected to align with the newly introduced ID scheme.

basic concept of service Id is

  • serviceID > applicationID > agentID
  • pre-registered using pinpoint web
