Describe the bug
When an issue title contains special characters (<, >, &), these are not correctly escaped in the "edit" modal.

To Reproduce
Steps to reproduce the behavior:

  1. As Editor, create a new issue with special characters in the title (<, >, and/or &).
  2. Click on the issue title or open the Edit action.
  3. Observe the unescaped characters in the modal title.
  4. See error

What application are you using?
OJS, OMP or OPS version 3.3.0 < 3.3.0-16 or 3.4.0-x < 3.4.0-4
