Certain relays don't have an overlap between our opted-in validators and validators registered with them, thus we're introducing a dummy opt-in router to ensure they can test their filtering functionality on Holesky in a frequent manner.
Deployed the contract here on holesky at address 0xC31ed58fC3206EA19a3B0a1f7BcbadD668c5E191
