Remove the _PyInterpreterState_HasFeature() function from the C API: move it to the internal C API (pycore_interp.h).

cc @ericsnowcurrently: If tomorrow, these "features" are useful outside CPython internals, I would suggest to add a tested and documented API. For now, IMO it's better to declare it as an internal API. |
