Add Additional inititative pages

Adding Diversity inititative page and point mailing list for the same.
Adding polices and support for Mini-conf if possible contact us form.
Adding support local user group meetup - Krace should be able to expian more once he start discussion in mailing list.

@kracekumar For local user group we need to first get approval from pssi and local user group.
I think you should start the thread asap.
