This is not urgent, especially the build part, but maybe we can consolidate the title rules.

This is with devtools:

So we should only need changes to pkgbuild (r-lib/pkgbuild#47). No changes to rcmdcheck needed thankfully.

Improve output for check() with newer versions of rcmdcheck

This also depends on the CRAN release of rcmdcheck

With r-lib/pkgbuild#47 will fix the output.
