Hello,

Thanks a lot for the incredibly valuable use_release_issue() function.

As seen in mlverse/torch#1266, translation update have a chance to be forgotten during the release process.

This is a proposal for a translation specific paragraph in use_release_issue() to fix #2104.

Here is the result :
