Implement L2-norm check with tolerance

Done with ca350c6. Specifically, we have a tolerances dictionary that sets the tolerance for each attribute type, and diagnostics.pycomputes the relative L2-norm and the maximum absolute norm as error metrics.

This deprecates the .yml lookup and relies solely on reading the HDF5 outputs from test and target.
