Currently SDK version 26100 isn't installed on GitHub's Windows runners. Blocked on actions/runner-images#10012

SDK can be installed from here: https://developer.microsoft.com/en-us/windows/downloads/windows-sdk/

Apparently the SDK (headers and libs) is also distributed through Nuget.

After adding the right packages (e86305a) and then deleting the WindowsTargetPlatformVersion tag from the project file (6d44bd1), the GitHub Actions build seems happy.
