rqt_robot_monitor: inspection window scrolls on new data

When inspecting the detailed information for a single diagnostics item, the the window scrolls back to the top whenever new data it received.

This makes it very difficult to watch the status of diagnostics items that don't fit in a single pane.

This is most likely this is an issue with window refreshing and resetting the scrollbar. It should be pretty easy to save that and reset it. I will look into this.

This may have been fixed. I'm running it on prl now and it doesn't seem to scroll back upon receiving new data.

I am assuming this is in the All devices window at the bottom is what we are discussing correct?

Talked with Austin. This is in the underlying window that displays the device info as text that is scrolling.

Example:

If the text is larger than the window the scrollbar will "scroll up" when new info is received.

Oops I thought i was working on my fork... well i'll just get back to my fork now. Either way this is fixed in both groovy/hydro.
