Part of #8105

Prune the given package from the display of the dependency tree. Also providing a nice suggestion if the package is not within the resolved dependency graph.

@rust-lang/cargo This adds a new stable flag --prune to the cargo tree command. This can be helpful when trying to view a large dependency tree. An example is rust-lang's workspace where you can add something like --prune rustc-workspace-hack to remove things that aren't important or get in the way.
