As discussed in rust-lang/rust#25664 and #1259 , this repo is basically part of Rust but needs to make its licensing information explicit.

For the record, in theory, everyone who already contributed to the repository needs to agree to the license.

Yeah, we can't just do this. It was a big blunder that we didn't from the outset.

I'm going to close this. If we think it's worth pursuing now we can discuss relicensing, but it's a mess. With the RFC repo in particular there's also the important question of what license people's comments have since they are a pretty important part of the overall artifact.
