For the record, in theory, everyone who already contributed to the repository needs to agree to the license. |

Yeah, we can't just do this. It was a big blunder that we didn't from the outset. |

I'm going to close this. If we think it's worth pursuing now we can discuss relicensing, but it's a mess. With the RFC repo in particular there's also the important question of what license people's comments have since they are a pretty important part of the overall artifact. |

As discussed in rust-lang/rust#25664 and #1259 , this repo is basically part of Rust but needs to make its licensing information explicit.
