This is according to the decision within rust-lang/rust#76901 (comment)

Currently it is pending on the ongoing fcp, which will finish tomorrow.

Terminology nitpick: "unapproved" sounds like "not approved", rather than "had its approval withdrawn". I would suggest a more verbose phrasing, like "was previously approved, but later dropped".

fcp has completed in rust-lang/rust#76901 (comment), could this be labeled "not-rfc" and merged? @rust-lang/libs-api
