The kernel merge window has finished, so let's upgrade to the first release candidate tag so that bindgen CI tests the latest additions/changes.

it seems macos-12 finally has been put to rest... I'll try to bump the image version on a different PR and see what's up

@ojeda can you rebase this once #3031 lands?
