As of rust 0.2 I've tried calling vec::capacity and it produces an unresolved error. Is this for rust 0.1, or the master?

the docs on rust-lang.org tend to represent what's on trunk and capacity was added after 0.2. The docs should really reflect what version they were generated from. I think there's an issue open for that.
