In last infra meeting I said I was going to try mirroring an installed directory and see if that helps.

Attempt to fix this by hitting the chocolatey CDNs directly in #67572. I wanted to get the shortest path to working and least likely to have odd residual effects, which feels like doing the actual install process as before. I understand we'll be reviewing vendoring policy at all hands.

Tentatively saying this is fixed after my PR above given we've had a number of things pass now
