We're not taking advantage of this mutability anywhere, and it simplifies code a lot... Am I missing something? Happy to close this if that's the case.

This undoes the changes from this PR: #101493
I believe the mutability is used for this PR: #101345

I understand that it doesn't make a lot of sense on current master to have &mut applied to itctx but the idea was to move some commits from #101345 and apply them directly to master.
