I'm not convinced that the LLVM update itself was a problem, but more of an issue of the LLVM cache was cleared, and there was a struggle getting past the mingw bug from #108227. The most recent PR made it through, so perhaps things will settle to the status quo from before #109474. Will see if the next PR goes through. |

This PR reverts the 3 commits in #109474 until we can find out why it's causing CI to fail.
