cargo: Support distributed package indexes.

Indexes are listed in ~/.cargo/sources.json and ~/.cargo/local-sources.json, the
former of which is stored in the rust source tree in src/cargo. Each entry in
either of these files is a source, which is a dictionary with (currently) a
single key, "url". The supplied url should point to a json list, each element of
which should be a dictionary with four keys: "name", "uuid", "url", and
"method". The name and uuid serve to identify the package; the method describes
how to fetch the package; the url describes where to fetch it from. Currently
supported methods are "git", "http", and "file".

Callout: tests under `tests/kani/Vector/any` are slow, but should terminate within 1 minute. 

* Added test case for any_vec feature.

* Implemented any_vec, arbitrary generator for vectors of T: Invariant

* Fixed push.

* Unified interface with any_slice.

* Loosened trait requirements with Arbitrary.

* Fixed typo: sice -> slice.

* Implemented variable and exact length vectors.

* Adjusted test case to fail. Detailed that failure in comments.

* Changed any_vec to use exact_vec for vector generation. Show diff.

* Reverted push test case. Separate `any/push_slow.rs` has been added.

Bump bootstrap cc to 1.2.14 and cmake to 0.1.54

## Summary

Bump bootstrap's `cc` and `cmake` deps:

1. To make it easier to add new/unofficial targets. In particular, `cc` v1.2.4+ allows using env vars to pass target parameters to the `cc` crate. This was previously attempted in rust-lang#134344 but ran into macos-cross-to-iOS problems with `cmake` (and also rust-lang#136440, rust-lang#136720). See also discussions in rust-lang/cc-rs#1317.
2. Fix some flag inheritance warnings. Fixes rust-lang#136338.
