Closes #62220

Adds a test for #62220.

Im not sure whether check-pass is sufficient here. I didn't put run-pass in, as I'm afraid that'll fail due to the unimplemented!() return in the code.

@eddyb @varkor Shouldn't error: constant expression depends on a generic parameter happen here or is this cause we're not applying WF for type aliases... but then why won't it happen for the usage below?

We're not doing const WF at all except for array types, today.
#70107 aims to fix that.

Ah; forgot that hadn't landed yet. Let's merge this PR like this then once the other comment has been addressed and we can make adjustments later in the other.

How do I flatten commits?

In this case, the easiest option is probably to do git reset HEAD~2, which will undo the last 2 commits, and then commit all the changes as one commit, then force push. In general, you can do this with an interactive rebase for more fine-grained control. See this StackOverflow question, for instance.
