Fixes #77647

rustdoc doesn't need to be handling these as you cant write them, they just get added implicitly when you write a where clause containing an expression.

@lcnr @Aaron1011 do one of you happen to have time to review this? I don't know anything about how ConstEvaluable works.

The test looks good to me (assuming CI passes) :) I'd still prefer someone else reviews the actual change.
