Remove init function

Removed the ´ctru::init´ functions since it's not needed for linking anymore!

Other changes include:

• Renamed the panic handler code (I want it to be optional for the user and not included in some pre-made package)
• Added ´new´ and ´drop´ for the ´Ps´struct due to Document init function and add psInit to getrandom shim-3ds#16
