Apply offset correction to tropo coefficients #30

The way I read this originally was that the offsets are already included, but now that you mention it I'm not so sure. I agree it is somewhat ambiguous in the specification (in any language ;-) ). Do you have any insight into what a 'correct' value should be? I'm afraid much of this is just numbers to me. If you're confident that the values are more plausible if the offsets are added, it's a trivial change. |

I don't have any easy way to test (not your code, but the "does it make sense" part). |

Tropo coefficients are offset by a hard-coded value as mentioned in the definition.
Put aside the fact I struggle with the way the sentence is written (should we add, remove, or is it already included ?), the following fields could be corrected with the offset, or an expended version could be provided with the offset.
SF043 -> add 2.3m
SF045 -> add 0.252m
SF048 -> add 0.252m
Details :
What's your opinion on that, should be base parsed value include those offset, should this be a different field, do I even understand it correctly ? (English is not ma native language)
