Uncomment multi-line block comments easily.

Uncomment multi-line block comments
- Only starred block comment is being supported currently.
- Keyboard Shortcut is CTRL + /
- If there is no block comment, it behaves as the same keyboard shortcut command, Toggle Line Comment.
