Support Transmission (BitTorrent client) control files

This can be very useful for CSAM related cases, although this client does seem very common:

In particular, control files that may contain information about uploaded bytes (.resume extension), which can be associated to a torrent, through the InfoHash).
The format is somewhat similar to other BitTorrent clients, but not similar enough to be recognized by IPED's parser.
